REQUEST FOR
QUALIFICATIONS (RFQ)
Project Description
The State of
Colorado, Construction Department, seeks a firm to provide design-build services
for the new Armed Forces Reserve Training Facility and Field Equipment Shop on a
40 acre site near Colorado Springs, CO.
The project shall consist of approximately 120,000 gross square feet of
classrooms, administrative areas, assembly hall, kitchen, simulator rooms,
weapon vaults, and medical suites designed to support the training of the four
Colorado Armed Forces Reserve branches; Army National Guard, US Army Reserve, US
Navy Reserve, and US Marine Corps Reserve.
The project shall also consist of a 50,000 gross square feet Field
Equipment Shop with offices and maintenance work bays for military vehicles.
The new facilities and site must be
compliant with AT/FP requirements, and achieve a LEED Silver rating (v2.2).
Scope of Services
The State of
Colorado, Construction Department, seeks design-build firms who are resourceful
in providing Best Value. Best Value
includes the following principles: designing a facility that reflects the values
and honor of a military profession, providing a facility that connects with the
local community both visually and functionally, providing innovative and
creative design sustained by economical construction within the allowed funding,
interactive design after contract award with the client and end users of the
facility, and the life cycle management of the facility.
The design
and construction cost will be subject to the federal funds available for this
project. The total funds available
for award, and construction cost limitation, is $65,243,231.
The
design-build contractor will be responsible for performing the following
services:
1.)
Develop a design and proposal which meets
or exceeds the minimum requirements set forth in the Request For Proposal (RFP),
while not exceeding the construction cost limitation.
2.)
Evaluate the
project schedule, including overall project duration, design milestones,
construction milestones and preliminary turnover milestones.
3.)
Evaluate
site usage and recommend to the Colorado Construction Department an appropriate
site usage considering the program requirements.
4.)
Evaluate
overall functional layout, and display the interaction of spaces in the
facilities with respect to soldier working conditions and operations.
5.)
Demonstrate
how the architectural themes of the facility and spaces meet the program
requirements.
6.)
Provide
design, preconstruction, and construction services required to complete the
project in accordance with the RFP documents.
Program
requirements for the project will be available during the RFP phase of this
process to firms that are invited to submit a proposal.
Minimum RFQ Requirements
Minimum
requirements for this project include evidence of completed projects of similar
scope and complexity. Firms must
submit (1) hard copy and (1) electronic copy of their qualifications, which
accounts for 10% of the selection.
The electronic copy must be in PDF format and saved on a CD.

Demonstrated
experience as a project team designing and constructing projects of a similar
scope

Description
of each team member’s role on the project

One page
summary for each team member describing their qualifications and relevant
experience
4)
Organization
chart showing roles and relationships of each team member relative to this
specific project.
Note:
If design and construction services are to be provided by two separate
firms, provide information above for each firm as applicable.
Qualifications Due
To be
determined by the ASC Region IV Guidelines provided by others.
After the
RFQ proposals are submitted, the RFP and program documents will be issued to all
short-listed firms in electronic format.
A CD will be prepared for each qualified bidder that contains the
proposal requirements and plans in either PDF or AutoCAD format.
One set of
1/16 scale or larger conceptual level drawings and site plan based on program
requirements will be required in your proposal.
A set of conceptual level drawings must include at a minimum, but is not
limited to:
-Overall
site plan
-First floor
plan
-Second
floor plan
-Two
building elevations
Other
minimum requirements of the RFP will include your firm’s approach to sustainable
design, conceptual estimating, value engineering, scheduling, design management,
and project management.
