Operating Procedures for ASC Region IV

 SECTION I – Purpose 

1.      The primary purpose of Region IV is to develop and advance construction education by sharing ideas and knowledge, promoting excellence in curricula and teaching, enhancing faulty development, and serving as a forum for faculty discussion on these issues. 

2.      A secondary purpose of Region IV is to hold a competition for students of the member schools to promote excellence and a spirit of competition between the various construction programs.

 

SECTION II – Members 

1.      Membership in the Region is open to all faculty of the Associated Schools of Construction located in the region as designated by the Associated Schools of Construcition. 

2.      No membership dues are required in Region IV. 

SECTION III - Regional Officials

1.        Elected/Appointments 

a.       Region IV Director (elected)

b.      Assistant Region IV Director (appointed)

c.       Student Competition Coordinator (elected)

d.      Student Competition Committee (appointed)

e.       Other

 

2.        Terms of Office 

a.       The Regional Director shall be elected for a three (3) year term in accordance with the Associated Schools of Constructions By Laws.

b.      The Assistant Regional Director shall be appointed by the National President of the ASC and shall serve a minimum two (2) year term.

c.       The Student Competition Coordinator shall be elected by the membership present at the Regional Meeting and shall serve a minimum of two (2) years or other length term at the pleasure of the membership.

d.      A Competition Committee of three representatives shall be appointed by the student Competition Coordinator at the Regional Meeting and shall serve a minimum of two (2) years or other length term at the pleasure of the membership.

e.       Other: Special elected committee chairpersons shall be elected by the membership present at the Regional Meeting and shall serve a term as designated.

 

SECTION IV – Duties of the Regional Officials

1.          The Regional Director 

a.       Manage and conduct the ASC business in the Region

b.      Represent the Region as a member of ASC National Board of Directors. Communicate official business from the National Officers and Board of Directors to Region IV members.

c.       Plan or cause to be planned a Regional Faculty Meeting to conduct region business, presentation of scholarly papers, and to exchange ideas related to the improvement of teaching and excellence of curricula in the Region.

d.      Issue a Call for Scholarly Papers to be presented at the Regional Meeting.

e.       Preside over and conduct Regional Meeting.

f.        Prepare and disseminate a Regional Meeting Proceeding of all scholarly papers presented. The Proceeding shall be sent to each member school in the Region and a copy shall be given to each presenter.

g.       Prepare and disseminate a Regional Meeting Report and an Annual Regional Report. Both reports shall be sent to all faculty members in the Region and shall be posted on the ASC Home Page.

h. Prepare and disseminate yearly financial report.

i.  Keep ASC international web page updated as it relates to regional membership and faculty.

 

2.          The Assistant Regional Director 

a.   Learn administrative duties and procedures of Regional Director.

b.      Assist the Regional Director as maybe directed to conduct the affairs of the Region.

c.       Serve in place of Regional Director if and for any reason the Regional Director is incapable of carrying out the Director’s duties. Interim length of service shall be until the Director resumes duties or until a new director is elected or appointed.

 

3.          Student Competition Coordinator 

a.       Be responsible for arranging the dates and locations for the competition. This includes arranging for luncheons, banquets, meeting rooms, exhibitor space and hotel rooms for competitors, coaches, problem sponsors/judges and industry supporters.

b.      Procures awards, promotional gifts and gratuities for the participants, judges, sponsors, and supporters.

c.       Acts as the Region’s agent in obligating the Region for the necessary contracts and purchases and incidentals necessary to conduct the competition.

d.      Works with the Coordinator’s Institutions Administration, Advisory board and personal contacts, solicits financial backing through entry fees, fund raising, private and corporate contributions to fund the operational and promotional activities undertaken by the Coordinator and his agents, employees, and subcontractors as well as those of the coordinator’s Institution, including, but not limited to the expenses of the competition.

e.       Works through the Competition Committee in communicating with the eligible schools the competition locations, schedule, requirements, and guidelines for participation.

f.         The Coordinator works with the Competition Committee in securing Industry Sponsorship and Judges for problem preparation for each of the competition divisions. 

g.       The Coordinator works with the Competition Committee in all aspects of Public Relations and promotion for the competition.

 

4.          Student Competition Committee 

a.       The Committee works with the Industry Problem Sponsors to facilitate and provide quality control for the problem selection, preliminary and final problem materials preparation, judging guidelines and distribution of competition materials to the competitors.

b.      The Committee communicates with the competing schools the competition rules regulations and guidelines.

c.       The Committee assists the Coordinator in any other requests by the Coordinator to insure the quality and success of the competition.

d.       The Committee facilitates with the winning teams or representatives to assist in obtaining logistical, promotional, and financial support to attend the National Competition representing this region.

4.          Industry Coordinator 

a.  Manage the Career Fair

Section V - National Student Competition Guidelines for the Regional Director

Established by the AGC-ASC Competition Task Force, 7/9/99, to improve the competition administrative process and the likelihood of attaining the competition goals.

  1. Regional competitions should be completed by the end of January to improve on national competition coordination and assure that travel funds are transferred to the team coaches prior to traveling to the competition.
  2. The winning team in each regional competition division, Commercial Building, Heavy/Civil, and Design-Build, should be chosen to represent the region in the national competition.
  3. The regional competitions should mirror the rules established for the national competition so that the winning teams are better prepared to effectively compete at the national level.
  4. Regional directors and competition coordinators are encouraged to seek assistance from their AGC Regional Coordinator and/or local AGC chapters for:
  • competition funding assistance (awards and banquet)
  • soliciting industry problem sponsors (problem generation)
  • competition administration assistance (judges)
  1. Winning team coaches are encouraged to contact their local AGC chapters for travel funding to the national competition.
  2. Update ASCWeb site with the location and dates of the regional competition a year in advance.
  3. Update ASCWeb site with the changes in the ASC regional competition coordinators and provide comments concerning problems that arise in the competition administrative process.
  4. Update ASCWeb site with the regional winners and coaches.
